OfflineWell, there are lots of free graphic programs...
Personally, I always used one called RealWorld Paint: it's free (and user friendly enough to allow people learning how to create everything) but it has several professional features anyway.
Give it a try.
Then, the rest is up to you... as I always said to everybody "imagination is the only limit" ![]()
my opinion , gimp its free and has the power and tools of photoshop , you cant go wrong there also the nvida dds plugin needed to make the animated themes also works with gimp ... but you cant beat phtoshop im sure you could get and older version for free some were on the interwebs , i you use torrents i got the latest version of photoshop from thepiratebay for free you just follow install instructions use at your own risk...
also optimus has a great point there to ive used real world paint its great for beginers but it does not do everything you need to learn so id say gimp would be the one , in saying that if you have no experience with sort of stuff start with software that does it all .
one shot one kill .. lol

OfflineLOL! Yeah, I forgot mentioning GIMP... I also use it some times.
Anyway, you have to be sure your computer is able to run it, because GIMP consumes much memory than RealWorld Paint (or other free programs like XnView, or Paint.NET, for example) so it may happen that it freezes...
As I said, there's a lot of free stuff out there: you just have to choose the program that better fits to your skills and needs.

OfflineLol... OPTIMUS you are right and I agree with AUDIODEVIANT with that program you use, you create many masterpieces ... Anyway if someone decides to use GIMP and dont want to deal with crapy plugins in GIMP to convert the JPG to DDS then they can use this :

Extract the content in c:/ and then copy all the jpgs inside that folder, the next thing you will have to do is run the .bat and wait for the tool to convert the jps to dds. Remember the resolution supported : 15 frames with 1920x1080, 19 frames 1700x956, 34 frames 1280x720, 65 frames 920x516 and 87 with 640x360 or 640x480.
