Well, you should report the entire error message...
That's because the "[Errno 2]" is usually caused by some missing file in the root directory.
So, I suggest you to read the end of the error message: you should see the name of the missing file the error is referring to...

Anyway, I can already tell you that if the error is related to sounds, then it is very likely that:
=> Sounds are probably too long. The duration of each sound must be less than 1 second.
=> The total amount of usable memory allowed by the program for sounds, cannot exceed the 262KB limit. But despite this, that limit actually is incorrect, so it's much better to stay under 150KB: it means that - since you can put up to 5 sounds - the file size of each sound must be at most 30KB (30 x 5 = 150), although it would be even better to stay around 20/25KB for each sound.
That being said, I suggest you to check these 2 things, which are nearly always the main cause of errors when building a theme provided with sounds.
In any case, if the message you're getting is related to something else about sounds, let me know

I only downloaded mp3/mp4's. I've already created the basis theme its a Birmingham City Theme just wanted to add Keep right on tune
If its no problem and i sent you my pt3 file plus mp3 i want for back ground theme would you kindly fix it to it and send it back to me please? .

@pedro1871982: Yep! All sounds must be converted to VAG, which is the only audio format recognized in themes.
Well, mate, I'd be glad to help (that's what I always did here, after all) but this time I'm veeery busy: I've been working on a theme for 7 months by now and despite it's nearly done, there still are several things I need to complete, so I'm focusing exclusively on it and I can't do anything else for now...
Anyway, like the Admin said, you can follow the tutorial made by my friend F-Rott: it is quite comprehensive and explains everything there's to know (take a look at the comments too) also including the links to the little programs you need for the files conversion (which are free and very easy to use)
And if there's something you don't understand and/or you need to deepen... just let me know
