Is your USB device FAT32 formatted? Did you put the themes in the following folder structure: /PS3/THEME/ ?

Are you sure everything's ok? I mean:

1) Are you sure your flash drive is formatted in FAT32?
2) Have you created the right folders (PS3 folder and inside this, another one named THEME)?
3) What your PS3 says when you try to get themes off the flash drive?

If everything's correct, then it could also be an incompatibility problem: one of the latest firmware updates (3.56 if I remember correctly) has inhibited the recognizing of many devices and maybe your flash drive is one of those...

Anyway, before trying anything else, I suggest you to repeat the whole procedure:

-format the flash drive.
-then, create a folder named PS3 and inside this, create another folder named THEME in which you'll download your themes.
