So seeing as how we can turn a .gif or short video clip into a animated theme and change the speed, is it easier this way to make a slideshow by just adding the frames we want and just slowing it down? or is it better to use the slideshow way to make slideshow themes?

Slideshow is still good for static wallpapers i just used for a theme for a friend so it still has its uses.
