Alive still in 2021|General Discussion|Forum|PS3 Themes

I am surprised to see this is still running in 2021.

I still remember this finding this forum when the ps3 was out and having a jailbroken ps3 was the next big thing to have. I've gotten my hands on a ps3 just so i can enjoy the exclusives and have a old console home. i jailbreaked it and now im looking into making some dynamic themes

My question is the raf_compiler.exe
It keeps outputting a tmp folder instead

I cant seem to make a dynamic theme and im wondering if this will get any reply with a solution for my problem. I've already looked through the archived posts and none of the solutions worked out for me.
These are the solutions i tried:

1. Starting from scratch.
2. Running the .exe file from my local c drive (also renamed it so no spaces were in the path).
3. Not touching the xml file at all and using a video's dds files exported from photoshop to be exactly at 86 dds files.
4. Not running into the MSVCP71.DLL issue as the ps3 theme builder works just fine and the .dll has been placed inside the sysWOW64 and System32 folder respectfully.
5. running everything stated above in a VM (virtual machine) yes i went ahead and installed windows 7 Ultimate edition to see if it was a windows 10 related issue to no avail.
