I'm trying to make a theme but my icons are bad, not that bad but you know.they're normal and i want to improve on it to make better themes I want to make good icons, can any one help me? If i have to download something please post link to thank you.

What you need is inspiration/a good idea on what you want to do, so look at other themes/icons.
Then get a good Graphics program... Photoshop or GIMP (gimp.org) or similar.
Then it's practice, it takes a good while to become familiar with the gfx programs and produce good results.

The more work it takes you, the better the icons. I use a 3d rendering program to create the backdrops (Kerkythea), Then Illustrator to create graphics, then Photoshop to put them together
better find a good programme,first and foremost, i use fireworks 9. you should then get the lili-chan theme builder, if not already.
and then practice,you will probably find yourself editing some standard icons at first, which is absolutely fine as your only as good as the programme your using, you will discover the pen tool eventually and then you start creating your own unique icons. myself, optimus, modus, montage and many more all have there own unique set of icons by now. i found the learning experience fun and im sure you will too. when you do get some decent software (if not already) practice with the pen tool and add some effects to the paths you create. check youtube for some pen tool tutorials, you'd be surprised how easy it is. editing backgrounds is another story for another day........hope this helps :)
